Abstract
Purpose
The number of immigrants in the USA has increased steadily in recent decades. Two studies investigated individual differences that relate to attitudes toward immigrants in student and community samples. The paper aims to discuss this issue.
Design/methodology/approach
US university students and a community sampler were surveyed.
Findings
In both samples, higher scores on attributional complexity were associated with more positive attitudes toward immigrants and individuals who make dispositional attributions for the causes of crime and/or who are higher in faith in intuition tended to have more negative attitudes. Political orientation was a significant predictor in both samples; being more liberal and identifying as a Democrat compared to a Republican was related to more positive attitudes. Higher need for cognition scores were associated with more positive attitudes and higher legal authoritarianism scores were associated with more negative attitudes; however these were only significant predictors in the community sample.
Originality/value
Prejudicial attitudes toward immigrants can have adverse effects on immigrants in the realms of the legal system, workplace, healthcare, and education.

Abstract
Purpose
Affirmative consent (AC) policies require potential sexual partners to clearly and positively confirm that they want to engage in sexual behavior – in contrast to standard “no means no” policies, which typically define consent through resistance. AC policies might not be effective because they do not align well with typical scripts of how consent is given in practice. This study aims to compare participants’ judgments as to what constitutes sexual assault, using either an AC policy or a standard “no means no” policy.
Design/methodology/approach
Participants read 16 scenarios depicting various male-female sexual encounters and applied either an AC or a standard “no means no” policy to determine whether the encounter was consensual.
Findings
When an AC policy was used, participants were more likely to judge the scenario as sexual assault. Aspects of the scenario (which reflect AC policy criteria), such as the type of communication (verbal or nonverbal), clarity of communication (clear or unclear) and resistance (high or low) also affected judgments of the scenario. Relationship type (stranger vs acquaintance) did not affect judgments. Students were more likely to perceive the scenarios as sexual assault than community members; they also perceived differences between scenarios based on verbal communication and clarity more than community members. Finally, there was no main effect of participant gender, however, men perceived differences between scenarios based on verbal communication type, whereas women did not.
Research limitations/implications
Findings indicate that participants are generally able to apply AC policies correctly, even though AC criteria do not generally align with common sexual scripts.
Originality/value
This is the first study known to test whether decision-makers can properly apply criteria outlined in AC policies and whether the application of these policies affect decisions-makers judgments as to whether a sexual encounter is consensual or assault.

Abstract
The management of children′s literature is a search for value and suitability. Effective policies in library and educational work are based firmly on knowledge of materials, and on the bibliographical and critical frame within which the materials appear and might best be selected. Boundaries, like those between quality and popular books, and between children′s and adult materials, present important challenges for selection, and implicit in this process are professional acumen and judgement. Yet also there are attitudes and systems of values, which can powerfully influence selection on grounds of morality and good taste. To guard against undue subjectivity, the knowledge frame should acknowledge the relevance of social and experiential context for all reading materials, how readers think as well as how they read, and what explicit and implicit agendas the authors have. The good professional takes all these factors on board.

Abstract
Despite the apparent philanthropic concerns of the new imperialism and the rhetoric of the civilising mission, the Second Boer War (1899–1902) revealed British irrational ambition, military reverses, scandals and evidence of inadequate administration. In this context, the South African concentration camps where the Boers, mostly women and children whose houses and farms had been destroyed by the British forces, were concentrated, stand out as examples of a seemingly arbitrary power. The controversies over such camps, and over the War itself, were heightened after Emily Hobhouse's Report was made public. Emily Hobhouse, an active humanitarian, obtained permission to visit the camps in order to write a report on the living conditions there. Upon returning to England, she had a meeting with Campbell-Bannerman, the leader of the Liberal Party, who eventually denounced the methods of barbarism carried out in such places. The Report appeared soon after the meeting and waves of protest ensued. Both Emily Hobhouse and Campbell-Bannerman were under crossfire.
My intention in this paper is, firstly, to briefly address the social, political and economic context underlying British imperial expansion and struggle for space at the turn of the nineteenth century, as far as controversies over the Boer War are concerned; secondly, to study the characteristics and living conditions in South African ‘concentration camps’ relying, to a great extent, on Emily Hobhouse's account; and thirdly, to analyse the social and political impact of the denunciation of such camps as places of wholesale cruelty in Hobhouse's (in) famous Report.

Abstract
Purpose
Children with developmental disabilities (e.g. learning disability and autism) often struggle with handwriting skills. This study aims to implement an adapted handwriting programme for children with developmental disabilities to improve their handwriting skills.
Design/methodology/approach
Six children with developmental disabilities aged 9–15 years received an adapted Handwriting Without Tears® (HWT) programme in small groups over eight weeks. The programme was delivered by typical teaching staff (i.e. paraprofessionals) at a special education school following a brief training session and with ongoing supervision. A range of measures assessed the children’s handwriting and related skills. Social validity interviews were conducted with school staff following the intervention to evaluate the programme’s acceptability.
Findings
Typical teaching staff implemented the handwriting programme with 92.3% average fidelity and delivered a minimum of three sessions per week. Social validity interviews demonstrated the acceptability of the intervention to school staff. After eight weeks of intervention, all children improved their handwriting on various assessments. Improvements were only partially maintained at follow-up.
Originality/value
This study supports the feasibility of using an adapted HWT programme to teach handwriting to children with developmental disabilities in special education settings. Typical teaching staff can be trained to support the delivery of the programme to children in small groups.

The library services we provide today are built on the skill, energy and vision of earlier generations of librarians; yet most of these pioneers remain unknown. Examines the career of Butler Wood, librarian at Bradford for 50 years, 41 of them as chief librarian. In addition to the successful development of a major municipal library, he developed art gallery and museum services; was a founder member and contributor to many literary, historical and cultural organizations; he influenced the development of reference and rural libraries; and he contributed to the growth of the library profession itself. An appreciation of this visionary scholar/ administrator can provide inspiration today.

Abstract
This chapter uncovers the destabilizing and transformative dimensions of a legal process commonly described as assimilation. Lawyers working on behalf of a marginalized group often argue that the group merits inclusion in dominant institutions, and they do so by casting the group as like the majority. Scholars have criticized claims of this kind for affirming the status quo and muting significant differences of the excluded group. Yet, this chapter shows how these claims may also disrupt the status quo, transform dominant institutions, and convert distinctive features of the excluded group into more widely shared legal norms. This dynamic is observed in the context of lesbian, gay, bisexual, and transgender (LGBT) rights, and specifically through attention to three phases of LGBT advocacy: (1) claims to parental recognition of unmarried same-sex parents, (2) claims to marriage, and (3) claims regarding the consequences of marriage for same-sex parents. The analysis shows how claims that appeared assimilationist – demanding inclusion in marriage and parenthood by arguing that same-sex couples are similarly situated to their different-sex counterparts – subtly challenged and reshaped legal norms governing parenthood, including marital parenthood. While this chapter focuses on LGBT claims, it uncovers a dynamic that may exist in other settings.

Numbers of worthy people are no doubt nursing themselves in the fond and foolish belief that when the Food Bill has received the Royal assent, and becomes law, the manufacture and sale of adulterated and sophisticated products will, to all intents and purposes, be suppressed, and that the Public Analyst and the Inspector will be able to report the existence of almost universal purity and virtue. This optimistic feeling will not be shared by the traders and manufacturers who have suffered from the effects of unfair and dishonest competition, nor by those whose knowledge and experience of the existing law enables them to gauge the probable value of the new one with some approach to accuracy. The measure has satisfied nobody, and can satisfy nobody but those whose nefarious practices it is intended to check, and who can fully appreciate the value, to them, of patchwork and superficial legislation. We have repeatedly pointed out that repressive legislation, however stringent and however well applied, can never give the public that which the public, in theory, should receive—namely, complete protection and adequate guarantee,—nor to the honest trader the full support and encouragement to which he is entitled. But, in spite of the defects and ineffectualities necessarily attaching to legislation of this nature, a strong Government could without much difficulty have produced a far more effective, and therefore more valuable law than that which, after so long an incubation, is to be added to the statute‐book.

Abstract
THE usual methods for obtaining data on the hydrodynamic characteristics of flying boats during flight tests involve motion pictures of an instrument panel and records of oscillograph traces. The analysis of the photographic records is so time consuming that the results are not always available when needed, and in many cases more data are accumulated than is physically possible to analyse. In order to conserve manpower and to obtain directly usable data, new methods have been developed for making quantitative hydrodynamic flight tests. The test techniques were devised to relate, whenever possible, numerical values to sensations experienced by the pilot of a flying boat during take‐off and landing.

Abstract
Purpose
The purpose of this paper is to explore waiting times in improving access to psychological therapies (IAPT) services before and throughout the COVID-19 pandemic. The paper aims to help develop a better understanding of waiting times in IAPT so that interventions can be developed to address them.
Design/methodology/approach
IAPT national data reports was analysed to determine access and in-treatment waiting times before, during and after the COVID-19 pandemic. Time-series data was used to examine referral patterns, waiting list size and waiting times between the period of November 2018 and January 2022. The data covers all regions in England where an IAPT service has been commissioned.
Findings
There was a dramatic drop in referrals to IAPT services when lockdown started. Waiting list size for all IAPT services in the country reduced, as did incomplete and completed waits. The reduction in waiting times was short-lived, and longer waits are returning.
Practical implications
This paper aims to contribute to the literature on IAPT waiting times both in relation to, and outside of, COVID-19. It is hoped that the conclusions will generate discussion about addressing long waits to treatment for psychological therapy and encourage further research.
Originality/value
To the best of the authors’ knowledge, there is no published research examining the performance of IAPT waiting times to second appointment. The paper also contributes to an understanding of how IAPT waiting times are measured and explores challenges with the system itself. Finally, it offers an overview on the impact of the COVID-19 pandemic on waiting time performance nationally.
